Do I need a license for a pistol if I am flying out of IAD and it is in checked luggage

Do I need a license for a pistol if I am flying out of IAD and it is in checked luggage?
I didn't believe that I did as long as it is locked in a hard sided case in checked luggage, but a colleague said I could be arrested. I am 98% convinced he is full of beans, but that 2% of doubt has me wondering. Does anyone know if there is a law requiring a license to transport a pistol via checked luggage on a domestic flight originating in Virginia?

The weapon must be declared to the air carrier Must be unloaded, and inside a locked container Must be inspected by airline staff You must keep the key to the lock Must be in a cargo compartment (not accessible to you) No permit required (other than the ones required by city or state law) -

my dad works as a tsa no you dont need a license but you cant have the bag as a carry on it has to be a checked bag. and no liquids over 3.4 oz are allowed on the plane well have a nice trip
