Is Philly Airport less busy than ATL Airport

Is Philly Airport less busy than ATL Airport?
I have to flight options from GA to Virginia. One has a layover in Philly and the other has a layover in ATL. As from past experience, I know ATL's airport is very difficult to get through (busy, crowded, BIG) but I'd like to know which would be easier because I'm young.

In terms of the number of passengers, ATL is the busiest in the world (see http://en.wikipedia.org/wiki/World%27s_busiest_airport ) and handled 90 million passengers in 2008. The same year, PHL handled 31 million passengers.
